And the sad thing is, I don’t remember when!

What I’ve done for chapters 12 and 13 is sit back and made a more detailed plan than normal.  This is because the two chapters are part of one mini-arc, and a very important one in the story.

There are good guys and bad guys in stories, but one of the interesting things I remember from high school was the “anti-hero.”  Generally speaking, these are the types who accomplish good, but they have no qualms (or not enough) about having the ends justify whatever means they see fit.  What would you call someone who was part of a horrible organization that made people dependent, but then, when that organization is defeated, he does whatever is needed to take care of those who now can’t live on their own.  Is a continuation of villainy or an act of supreme sacrifice?  Is it a mix of the two?

It will come later that this very interesting individual will run up against the heroes and heroines in this story, and they, too, will have to make up their own minds about what is the best choice, the lesser of two evils, and the most merciful punishment.
